Tt's impossible the author not to have watched its model (object, picture) or maybe it's a new effect in Adobe Illustrator - to make vektor from raster. I don't know, really...

This can be stylized and rendered with a pen and a white paper, so it can be done on Illustrator or so..The amazing part is that it needs lotssss of patience.Good Job

I am actually working with meshes on a few images of my own (just for fun, it's something I really enjoy) but I am impressed by the water!
