Looking for a partner

I am looking to start a nice community: domain = http://www.neoforum.co.uk : i ran the site since 2002 and have like 600 members but closed it due to most people simply looking and not posting etc...

I am wanting to start it up again, under proper managment to make it a popular site..

I am therefore looking for 1 or 2 people to join me in this site:

I pay for the hosting and domain, i need the following:

1) A designer: someone of high quality who can design a site and forum skin. Needs to be very high quality: such as www.yaxay.com style

2) A coder: someone who may code the graphics into a Invision Boars skin and main site into HTML
