its the way the camera is focused, on things in the forground and not on those in the background, giving a nice effect like this. all cameras do this if you know your way around them.

when you catch too many main frame, via cell phone say from 12megapixela, the camera shows the main frame as a key factor, and distinguishes it from other entities. example in the figure given is how the camera sees the captured frame, and it stands out as a key because zoomed as the main unit, and general background remains blurred.
