1.From your Adobe Dreamweaver application go to File->New.
2. Go to "Modify" -> "Frameset."
3. From the list that displays, click on the frame type that you want to put the scroll bar in.
4.Go to "Window" -> "Frames" . You will see the properties of the frameset displayed in the "Properties" window.
5. From the "Properties" window click on the "Borders" drop-down menu and choose "Yes." Then select "Auto". This will make the scroll bar only display when its needed.
6. save the page.

These steps will help you create a dynamic scrollbar that appears only when the content exceeds the visible frame area.
