Dreamweaver gives you the ability to link to any page and then add an anchor reference to it using Dreamweaver Property inspector. Say you want to link to another post you like from an external page, you  can do this by selecting any element from that external page (while in HTML view) go to the Link text and enter  the name of that page, and add a #sign then enter  the name of the anchor like this Light.html#blue.
This will direct the web browser to the Light page and then to the blue anchor in that page.
