I have seen designers offer 2 logos for the price of one. First is this against designcontest policy. Second, seems like a bad attempt to try and win the contest.

Seems like I read somewhere that there should just be 1 design per entry. So it may be against DC policy, just not enforced?

No, you should not use more than one concept per entry. It is agqinst dc rules. And please if you such cases report it with the report button, or make a post about it in the chat with mods forum. Those entries or comments should be taken care of with a warning or even an infraction if many offenses occured.
