Just Curious to know

I just have joined this wonder full site as a designer and curious to know, if it is allowed here to tweak in the design what is already in possession of some other company or brand and provide it here to contest holder as our own concept design as a consideration of their new logo? just like what this designer have done here i am not pointing at his designing skills its just a doubt.

we gonna to find that many else also have done same thing.

for me tweaking in a design what already existed and floating over internet, does not makes the design concept mine.

So please let me know if it is allowed?

Normally it is NOT ALLOWED. However, with typography logo as this one, is tricky sometimes. In this case, I would say it is boringly overused ethnocentric font logo. Unprofessional - yes!
