about one-on-one, can the client refuse to pay?

Hello, I need the answer asap:
Can a client refuse to pay on an one-on-one project when the design(s) don't match what he's looking for?
And how many modifications or design versions can he ask for that project? Is there any such rules here?
 
BTW, I tried to use DC's help desk to find the answer but it isn't working. It keeps showing the message: Error while sending ask question.

HI there

 

If  the designer doesn't complete the work the client can request refund, if designers work is not what the ch is requesting then client  can request refund.  In a  1on1 project never upload source files until client says entry number for files

 

All this is worked out between you and the client
