There you will see that Use deault JPEG/GIF data is checked. If you want to overwrite it, just uncheck and enter the quality you want. Using this technique, you can see on the example here that i was able to decrease the size up to 50%.
The difference between both options, is that instead of define a quality for all images, with the second one you can handle each one having total control and previewing how it looks.
