Where do we vote for contests so we can give some input? Cannot find.

If you mean commercial contests. We don't vote there. The winner is chosen by the contest holder in each specific contest.
As for community contests, anybody can submit input on the entries. And as for voting, it depends, in some contests we create a poll to choose the winner in others it is the moderator who chooses one.
