Not Guaranteed?

Hello,  I just recently have started participating on this site.

I'm curious as I notice some contests are not guaranteed, does this mean anyone can come here and open a contest and then just walk a way and forget about it?

Regarding non-guaranteed contests, clients can not just walk away from the contests. Both parties (DC & client) have to fulfill minimum required obligations. For example, if client is not active with the feedback he can not expect designers to be proactive or have regular designing process or similar.

I do not want to mislead you with the possible wrong info, maybe admin Sharie can give better input.

Answered my question as I just needed know if a winner is still chosen in the non-guaranteed contests.

yes contestholders choose winners in non guaranteed winner contests 

non guaranteed winner contests how much release the amount???????
