Photography can very well be considered design. In todays world almost all photography is edited to some extent. If you go back to Ansel Adams, he hand edited almost all of his black white photography. There has been a long time argument about photography and art. old schoolers have had a hard time with digital photograqphy, saying that it isn't true photography. If you go back to art oil painters took along time to accept acrylic paints. Then go to art and graphic design. There are so many cross overs and blending nowadays. Today there are some designs that have many genres combined. Look at posters and flyers
Now as design goes it is subjective and goes toward the need of the client. I could see at some point photography contests. An example that could be, A ch needs a flower photo for a book cover, or what about a CH wanting a mountain photo for a cd cover. I think the needs are endless.
We use photos all the time in banner ads and website design. I think when we see the word photography we tend to think portrait, models and such but forget how versatile photography, art, design really is and how all these elements can be blended together and used in soooo many ways.
