if we win on the contest, no matter how much the contest holder pay us,
we only need to pay us30 for the admintration fee, am i right?

No. You don't have to pay anything.

In order to participate in paid contests, you'll need to apply to design team and be accepted. After that you're eligible to participate in those contests and if you win, you'll win all the prize money.

I have already won a contest 3 years ago on this site.

The admin fees ($30) is being paid by the CH. It's an additional $ aside from the pot price. So the winner will get the whole sum of the price.
