Paypal fees?!

I recently saw that designcontest started to charge some fees for paypal transfer...
I, for example requested a payout of 400$ and the transfer via PayPal has a fee of $7.84 ..it's a little big fee and I never saw a logo contest website charging fees for paypal transfer.. I'm curious if there is any other posibility to make a payout without charging fees like you had paypal once...

that is a 2% fee paypal charges designcontest to send payment out of the country (US), that fee is passed on to you the designer now, this will not change
