Backgrounds

I have seen a recent surge in the use of backgrounds when it is not requested by the contest holder. Have the rules changed? I understand that the number of designers on here is growing rapidly, but many of these designs are being rewarded with rating points and it seems that it is being let go. When I first started here almost 6 months ago, I received infractions for this that are still on my "record" (6 months).

Is there anything being done about this, or did the rules change and I am just unaware of it?
