Contests over 5 weeks

what happens if the contest has closed and been through 5 weeks, CH has given point but do not pick a winner, whether the DC which will select the winner?

we do not select winners. If the contest is past the 5th week and no contact from the ch we close the contest and pay the the highest rated designers in that contest 45 dollars each, contest prize determines how many designers will have this prize split. If no rated designers then the prize goes into a pot for a community contest where we will have 3 paid winners

same situation here..
